Why does the Hunter Police Captain have a meltdown over a $5 iced latte?

Saw this at the coffee shop near the Mapo precinct. The silver-haired captain walked in looking like she hadn't slept in a week. Her eyes were all glassy and she looked ready to drop. Then she spots some guy at a table with a sugary, neon-colored coffee. She didn't even order; she just marched up, snatched the cup out of his hand, and chugged half of it like she was dying of thirst. The look on her face when she put it down—like she was suddenly coming back to life—was terrifying. She just turned around and walked out without saying a word. Is she always this unhinged?
